Governments should immediately issue business advisory notices urging companies to cut ties with Russia and informing individuals, companies, financial institutions, and other persons — including investors, consultants, and research service providers — of the heightened risks associated with doing business in Russia, and particularly business activity that could benefit the Russian military and affiliated paramilitary groups.
Governments and their economic agencies should use all available powers not to support trade and investment activity with Russia, including withholding public money from companies which continue doing business in or with Russia.
